Administrative office for a ministry which provides shelter to the homeless, the Frank Bragg Dining Hall to feed the homeless and low income families of the area, GED preparation and basic education classes, job training, and a used clothing store for the benefit of the center. Operates an education center including a computer lab and various life skill programs.

Judeo-Christian Outreach Center operates the only year round shelter in Virginia Beach for single adults. They work closely with the local rehabilitation centers to offer services to individuals.
